The zoning of the site is B -3, General Business, and <br />the PUD was granted by Conditional Use Permit. The purpose of the PUD was to <br />create an owner- occupied multi- tenant office development that relied on a shared <br />common parking lot. The parking requirement for small- office developments was <br />changed downward from the previous standard. Retail sales and service businesses <br />are required continue to meet the original standard. Essentially, the change for small <br />office complexes results in a reduction in the number of parking spaces from 4.5 spaces <br />per 1,000 square feet to 3.5 spaces per 1,000 square feet. <br />In evaluating the request of the applicant, staff was concerned that the business could <br />potentially be converted to a hair salon, particularly since the applicant needs a state <br />license from the same agency as salons do. The applicant has suggested that traffic to <br />his business is much less intensive than that of a salon, and would be more <br />representative of a professional office user such as an accountant or attorney. Staff <br />directed the applicant to request an amendment to the PUD to ensure that adequate <br />review was conducted on this business use, and that it would not create a parking <br />supply problem in a development where there is no opportunity to accommodate <br />overflow parking issues. <br />
