6 <br />The applicant has stated that they intend to landscape around the exterior of <br />the structure to reduce visual impact, but no landscaping plan has been <br />submitted. While a landscaping plan is not a required submittal for this <br />application, the Planning Commission and City Council may require one as a <br />condition of approval to ensure adequate screening is provided. <br />The Commission and Council may also require installation of screening <br />measures, such as a privacy fence, landscaping, or a combination of both, to <br />mitigate visual impacts on neighboring properties. <br />Items for the Planning Commission’s Consideration: Whether to require a <br />condition of approval that includes installation of screening and submission <br />of a landscaping or screening plan to mitigate visual impacts on neighboring <br />properties. <br />c.Any request to use otherwise prohibited materials shall demonstrate a <br />functional relationship between the material and the proposed use of the <br />building or structure, and all such materials shall be finished and durable. <br />The proposed accessory building utilizes post-frame construction, which <br />requires approval through a Conditional Use Permit. The applicant states <br />that the building is intended for indoor recreational use by the household, <br />including activities such as basketball, volleyball, and pickleball, which <br />require increased ceiling heights and unobstructed interior space. <br />Staff find that post-frame construction provides a practical means of <br />achieving the necessary interior clearances to accommodate these activities <br />and therefore demonstrates a functional relationship between the <br />construction method and the proposed use. <br />The applicant has indicated that the exterior of the building will consist of <br />finished metal panels in a neutral gray tone intended to match or <br />complement the gray siding on the rear and side elevations of the principal <br />structure. The City’s recently adopted accessory building standards expressly <br />allow the use of finished metal products. Based on this allowance, staff find <br />that the proposed exterior material is compatible when properly finished.
