<br /> <br /> Staff Report <br /> <br /> <br /> <br />To: Mayor Fischer and Members of the City Council <br /> <br />From: Steve Anderson, Parks & Recreation Director <br />Eric Seaburg, City Engineer <br /> <br />Date: February 25, 2026 <br /> <br />Re: Spooner Park Parking Lot Expansion <br /> <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />• Approve plans and authorize bidding for the Spooner Park parking lot expansion. <br /> <br />Background: <br />The upper parking lot at Spooner Park currently provides 30 stalls. Shelter rentals and park events <br />routinely fill this lot, and with on‑street parking restrictions in place, visitors often need to use the <br />overflow lot located east of the ballfield. <br /> <br />The 2026–2035 Capital Improvement Plan (CIP) includes funding in 2026 to expand the upper <br />parking lot to better accommodate park users. As shown in the attached plan sheet, the expansion <br />will result in a net increase of 22 stalls. In preparing the layout, staff worked to maximize the <br />number of new stalls while minimizing impacts to the existing lot and preserving nearby mature <br />trees. The project also includes a proposed trail extension connecting the expanded lot to the <br />existing trail system, as well as a new light fixture to illuminate the additional stalls. $165,000 was <br />budgeted for in the CIP (Parks 12) for the parking lot expansion project. <br /> <br />Canadian Days: <br />With many projects involving Spooner Park, staff have collaborated closely with the Canadian Days <br />organizers. Canadian Days supports the parking lot expansion and has requested additional <br />electrical upgrades necessary for the annual event. They have generously committed a $40,000 <br />contribution toward the electrical work; however, initial engineering estimates have come in <br />significantly higher than originally expected. Estimates have been submitted conservatively, and <br />staff hope to secure a lower bid cost for the electrical upgrades.
