General Reorganization <br />Chapter 910 has been reorganized to consolidate related standards, remove duplicative or obsolete <br />provisions, correct internal cross-references, and improve readability. No discretionary policy <br />changes are embedded in this reorganization beyond those required for compliance with DNR <br />rules. <br /> <br /> <br />Planning Commission <br />The Planning Commission reviewed the proposed ordinance at their 2/12/2026 meeting and <br />unanimously recommended approval. <br /> <br />Questions were raised about the possible impacts of lowering impervious surface allotments for <br />residential properties from 30% to 25% of lot area. Specifically, members of the Commission asked <br />about the creation of potential non-conforming properties with the change. Staff provided additional <br />context that the change is required by the DNR, not requested. Staff also stated that they believe that <br />changes to the City’s driveways ordinance last year, which provides “discounting” if pervious pavers <br />or materials are used, will help any homeowners who may fall into that situation. Due to data <br />limitations, it is unfortunately not possible to estimate or otherwise easily identify properties that may <br />be made non-conforming by this change. <br /> <br />Summary <br />Ordinance 930 allows limited water-oriented accessory structures on shoreland lots while bringing the <br />City’s Shoreland Overlay District into compliance with state shoreland regulations. The amendments <br />address long-standing inconsistencies, correct unapproved deviations from DNR standards, and <br />improve the internal organization of Chapter 910. <br />
