<br /> <br /> Staff Report <br /> <br /> <br /> <br />To: Mayor Fischer and Members of the City Council <br /> <br />From: Heidi Heller, City Clerk/HR Manager <br /> Bryce Shearen, City Administrator <br /> <br />Date: March 11, 2026 <br /> <br />Re: Approve Hire of New Finance Director <br /> <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />• Hiring of Carl Jacobson as Finance Director. <br /> <br />Background: <br />Finance Director Sam Magureanu resigned on January 20, and Council authorized staff to <br />advertise the position. 17 applications were received, and 4 candidates were chosen for an <br />interview with the leadership team, Accountant, and Utility Billing/Administrative Support <br />Specialist. Two of the candidates were then selected for a second interview with the Personnel <br />Committee, which consists of the City Administrator, Assistant City Administrator, City <br />Clerk/HR Manager, Mayor Fischer, and Council member Kwapick. <br /> <br />Carl Jacobson was chosen as the finalist and offered the position. He has accepted the job offer <br />and will tentatively start around April 1, 2026. Carl has a bachelor’s degree in accounting and is <br />a Certified Public Accountant (CPA). He has over 15 years of experience in county and city <br />finance, along with several years in the private sector as an accountant and auditor. <br /> <br />Staff Recommendations: <br />Staff recommends the Council approve the hire of Carl Jacobson as Finance Director.
