<br /> 202.035. YOUTH COMMISSIONER <br />In addition to the regular voting members of the Planning Commission, the City Council may <br />appoint up to one additional resident of the City who are the age of 18 or under and enrolled in high <br />school to serve one-year terms on a commission as a youth commissioner. Youth commissioner <br />terms expire on July 31 of each year. Youth commissioners may serve up to three consecutive <br />terms is under 18 years of age and enrolled in, or otherwise eligible for, a secondary education <br />program to serve as a Youth Commissioner. The Youth Commissioner shall serve a one-year term <br />expiring on July 31 each year and may serve up to three consecutive terms. The Youth <br />Commissioner is an advisory, non-voting position and shall not be counted for purposes of <br />establishing a quorum. <br /> <br /> 202.035 202.040. REMOVAL FROM OFFICE. Commission members shall be subject to <br />removal by a majority vote of the City Council. <br /> <br />202.040 202.050. COMPENSATION. Members of the Planning Commission may receive <br />compensation as the City Council may provide by resolution. <br /> <br />202.045 202.060. ORGANIZATION AND MEETINGS. The Mayor shall annually <br />recommend to the Council a member of the Commission to serve as Commission Chair. The <br />Council shall then appoint a Chair. The Commission shall annually elect one member to serve as <br />Vice Chair. The Vice Chair shall assume the Chair’s responsibilities in that person’s absence. The <br />Commission shall hold at least one regular meeting each month, unless an adjustment in this <br />meeting schedule is deemed necessary. A record of Commission meetings shall be maintained and <br />forwarded to the City Council. <br /> <br />202.050 202.070. STAFF CONTACT FOR COMMISSION. The City Clerk Community <br />Development Director shall act as Administrator for the Commission unless other personnel is <br />authorized by the Council. The staff contact shall attend all meetings unless excused by the <br />Commission. <br /> <br />202.070 202.080. RECOMMENDATIONS OF COMMISSION. The Advisory Planning <br />Commission shall, pursuant to Council directives, Council resolutions, or City ordinances, propose, <br />draft or recommend, overall or partial plans for future physical development and improvements of <br />the City, including all matters relating to zoning and planning as cities are authorized and <br />empowered to undertake pursuant to state statutes and laws. This Commission shall also consider <br />all plats submitted by private property owners, all plans and proposals for development of private or <br />public property within the City as required by City Ordinance and shall advise the Council on any <br />and all matters referred to it by the Council. <br /> <br />202.080 202.090. NO FINAL AUTHORITY. All action of the Advisory Planning <br />Commission shall be in the nature of recommendations to the City Council, and the said <br />Commission shall have no final authority with reference to any matters except as the Council may <br />lawfully delegate authority to it. <br /> <br />202.100. PUBLIC MEETINGS. All meetings of the Advisory Planning Commission shall <br />be open to the public and shall be held in such manner as to permit public attendance. <br /> <br /> <br />
