4. Strengthen the City’s Economic and Tax Base
Workshop discussion also highlighted the importance of long-term fiscal sustainability, particularly as
redevelopment becomes an increasingly important source of future tax base growth. Members
discussed the role redevelopment can play in increasing the productivity of underutilized properties
and supporting the City’s long-term financial health.

Questions for the EDA
1. Should increasing the City’s tax base be a primary objective of redevelopment efforts?

2. Are there specific property types or redevelopment patterns the EDA should prioritize to
strengthen the City’s fiscal position?

3. How should the City balance tax base growth with other goals such as housing diversity or
community character? In other words, is there a clear “ranking” of its importance or is it simply
a consideration?

Recommendation:
Staff recommend the Economic Development Authority continue discussion and articulation of high-
level goals and priorities.

Following this discussion, staff will provide a handout of information on key city-owned lots. Staff are
planning for the property discussion to take place on April 8th, 2026.

Attachments
• Attachment A – Little Canada EDA Goals and Objectives
• Attachment B – EDA v.
