<br /> <br /> Staff Report <br /> <br /> <br /> <br />To: Mayor Fischer and Members of the City Council <br /> <br />From: Bill Dircks, Public Works Director <br /> <br />Date: March 25, 2026 <br /> <br />Re: Metropolitan Council 2023 Inflow and Infiltration Grant Program Resolution <br /> <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />• A resolution authorizing execution of the agreement between the City of Little Canada and <br />the Metropolitan Council for the 2023 Inflow and Infiltration Grant Program. <br /> <br />Background: <br />In 2023, the Metropolitan Council received funding from the State of Minnesota to put together <br />another round of grant funding for cities to make repairs to their respective sanitary sewer systems <br />to eliminate inflow and infiltration (I&I). This is the fourth time the Met Council has had a program, <br />and the city has taken advantage each time and made repairs to its system. In the past, it has been <br />manhole repairs and chimney seals added to manholes during street projects. Pipe lining was added <br />during the last round. For this round, the city lined 5,600 linear feet of sanitary sewer main during <br />the summer of 2024 and completed work on 15 manholes located on Carla Lane and the easement <br />between County Road C and Little Canada Road. <br /> <br />The areas lined were Rice Street from South Owasso Boulevard to Little Canada Road, Little <br />Canada Road from Rice Street to the railroad tracks, the sewer easement running behind Sylvan <br />Street between Country Road C and Little Canada Road, and Iona Lane. The project had a few <br />wrinkles but overall went very well. <br /> <br />The city paid for the project based on three pay estimates prepared by Bolton & Menk, for a total of <br />$305,122. Those costs are eligible for grant funds at 50% of the eligible project costs <br />(approximately 75% of the total costs), which is $116,377. However, because there is only a finite <br />pool of money and a large number of cities participating, the city was approved for up to $71,125 <br />when application was made in 2024. There is a chance more funds could be provided if other cities <br />do not use their total allocation. The final grant reimbursement will be known in May. <br /> <br />As part of the grant process, the City Council needs to approve a resolution authorizing execution of <br />the agreement. The resolution is included with this report. Once it has been authorized and signed, <br />all materials will be submitted to the Met Council. <br /> <br />Source Of Funds: <br />The project was budgeted and paid for through Fund 604 – Water and Sewer Capital Improvement <br />Fund. <br /> <br /> <br />
