STAFF REPORT <br />To: Mayor Fischer and Members of the Little Canada City Council <br />From: Ben Harrington, AICP, Community Development Director <br />Date: March 25, 2026 <br />Request: PC 1451 – 2617 Park Street - Conditional Use Permit for Commercial <br />Telecommunications Tower <br />Actions To Be Considered <br />•Approval with conditions/denial of a Conditional Use Permit for a commercial <br />telecommunications tower at 2617 Park Street, Little Canada, Minnesota. <br />Background <br />The property located at 2617 Park Street is zoned C-1 General Commercial and is currently developed <br />with a mini-storage facility that was originally constructed in 1979 with additional buildings added in <br />1985. The storage use and several building setbacks are legally nonconforming under current zoning <br />regulations but have existed on the property for several decades. <br />The applicant, Ryan Streff on behalf of The Towers, LLC, has submitted an application for the <br />placement of telecommunications infrastructure on the site. Under the City’s zoning regulations, <br />commercial telecommunications towers and security fencing with barbed wire arms require approval <br />of a Conditional Use Permit. As a result, the request is subject to review and recommendation by the <br />Planning Commission and final action by the City Council. <br />Proposal <br />The applicant is requesting approval of a Conditional Use Permit to construct a commercial <br />telecommunications tower on the property located at 2617 Park Street. <br />Specifically, the request seeks approval for: <br />•Construction of a 75-foot monopole telecommunications tower (approximately 80 feet overall <br />including a lightning rod). <br />•Installation of associated ground equipment within a fenced equipment area on the property. <br />•Construction of a six-foot slatted chain-link security fence with one-foot barbed wire arms <br />surrounding the equipment area. <br />Request of the Council <br />The applicant is requesting approval of a Conditional Use Permit for a commercial <br />telecommunications tower. <br />A Conditional Use Permit is a discretionary approval that allows certain uses or development features <br />that are permitted under the City Code only when specific criteria are met.
