An Engineering Letter for <br />Fall Zone has been provided by a certified and licensed professional engineer stating <br />that the towers fall zone is within a radius of 38’. Minimum zoning district setbacks are <br />Front: 50’, Rear: 20’, and Side: 10’. The proposed Wireless Facility meets the <br />minimum zoning district setbacks with setbacks of Front (east): 294’-11 5/8”, Rear <br />(west): 271’-4”, Side (north): 38’-9 15/16”, Side (south): 64’-11 7/16”. See Exhibit C <br />(Construction Drawings) and Exhibit D (Engineering Letter for Fall Zone). <br />D.Use of City Tower Site Preferred. Commercial antennas and towers, regardless of <br />height or size with the exception of satellite dish antennas shall connect to and use the <br />City Tower Site(s) if use of such facilities is technically feasible. Certification by a <br />professional radio frequency engineer is required to demonstrate that a particular tower <br />site is not technically feasible when antenna site is proposed. Applicant Response: Meets <br />requirement. The applicants proposed Wireless Facility is necessary to meet coverage <br />demand as there are no other towers or usable antenna support structures in the area that <br />can be used to resolve the service gap in this area. See Exhibit E (Radio Frequency <br />Engineer Letter). <br />E.General Standards. The following standards shall apply to all cellular telephone, <br />public utility, microwave, radio and television broadcast transmitting, radio and <br />television receiving, satellite dish and short-wave radio transmitting and receiving <br />antenna and towers: <br />1.All antennas and towers shall be in compliance with all City building and <br />electrical code requirements and as applicable shall require related permits. <br />Applicant Response: Meets requirement. See Exhibit C (Construction Drawings). <br />2.Towers shall be certified by a qualified and licensed professional engineer to <br />conform to the latest structural standards and wind loading requirements of the <br />Uniform Building Code and the Electronics Industry Association. Applicant <br />Response: Meets requirement. The structural analysis for the tower and foundation <br />will be provided at the Building Permit stage and will meet the conditions noted <br />above in this section. See Exhibit C (Construction Drawings). <br />3.With the exception of necessary electric and telephone service and connection <br />lines approved by the Issuing Authority, no part of any antenna or tower nor any <br />lines, cable, equipment or wires or braces in connection with either shall at any <br />time extend across or over any part of the right-of-way, public street, highway, <br />sidewalk, or property line. Applicant Response: Meets requirement. No part of the <br />proposed Wireless Facility will extend across or over any part of the ROW, public <br />street, highway, sidewalk, or property line. See Exhibit C (Construction <br />Drawings). <br />4.All signal and remote-control conductors of low energy extending substantially <br />horizontally above the ground between a tower or antenna and a structure, or <br />between towers, shall be at least 8 feet above the ground at all points, unless <br />buried underground. Applicant Response: Meets requirement. See Exhibit C <br />(Construction Drawings). <br />5.Every tower affixed to the ground shall be protected to discourage climbing of <br />the tower by unauthorized persons. Applicant Response: Meets requirement. The <br />applicant is proposing to install a six (6) foot chain-link security fence around the <br />Wireless Facility to prevent any unauthorized access to the tower site. See Exhibit <br />C (Construction Drawings). <br />6.All towers shall be constructed to conform with the requirements of the <br />Occupational Safety and Health Administration.
