3 <br />proposal meets the applicable development standards for telecommunications towers, including height, <br />setback, and co-location requirements, and satisfies the Conditional Use Permit criteria contained in <br />Section 917.070 of the City Code. Staff also finds that the proposed security fence serves a clear <br />security need and is consistent with the City’s ordinance requirements for tower installations. <br />A more detailed evaluation of the proposal and applicable standards is provided in Attachment A – <br />Planning and Zoning Analysis Memo. <br />RECOMMENDATION <br />Staff recommend the following motion: <br />Approval of the Conditional Use Permit for a commercial telecommunications tower and security <br />fence at 2617 Park Street, Little Canada, Minnesota. Subject to the following conditions: <br />1.Development authorized by this Conditional Use Permit shall not commence until the applicant <br />has obtained all other approvals required by the City Code or any other applicable regulations. <br />Approval of this Conditional Use Permit does not constitute approval of any other required <br />permit, including a building permit. <br />2.Development authorized by this Conditional Use Permit shall be substantially consistent with <br />the plans, elevations, and materials submitted with the application. Any material deviation from <br />the approved plans shall require City review and approval and may require an amended or new <br />Conditional Use Permit. <br />3.This Conditional Use Permit shall apply only to the specific telecommunications tower and <br />associated accessories approved under this application and shall not authorize the construction <br />of any additional structures on the property. <br />4.The applicant is responsible for receiving any required federal, state or local agency licenses <br />required for the construction or operation of the tower. <br />5.No advertising message shall be affixed to the tower. <br />6.The tower shall be constructed to conform with the requirements of the Occupational Safety <br />and Health Administration. <br />7.The tower shall remain in compliance with all Minnesota building and electrical code <br />requirements. <br />Attachments <br />1.Attachment A – Planning and Zoning Analysis Memo <br />2.Attachment B – Application Materials (Narrative, site and construction plans, supporting <br />documentation, photo renderings of tower) <br />3.Attachment C – Draft Resolution PC2026-03-01
