c. Verizon Tower [Location 45.032553, -93.102205] Verizon is currently located on this tower and
it does not address the service gap in the Gap Area.
d. American Tower [Location 45.008938, -93.102495] Verizon is on the tower that is just across
HWY 36 from this tower, which means that collocating on this nearby tower would cause
overlapping coverage and interference, and would not address the service gap in the Gap Area.
e. American Tower [Location 45.007183, -93.100805] Verizon is currently located on this tower
and it does not address the service gap in the Gap Area.

6. Verizon and Vertical Bridge have worked together to identify a property in the area that could
accommodate a communications tower to correct the significant service capacity gap in Verizon’s
wireless communications network. Vertical Bridge has proposed to build a new 80’ tower at 2617 Park
St, Little Canada, MN 55117 (“Proposed Tower”). The tower height of 80’ is necessary because of the
surrounding topography and the size of the area. This particular location is optimal because it will allow
Verizon to cover substantially all of the area with a single tower.

7. By co-locating its communications equipment on the Proposed Tower, Verizon will resolve the current
significant service capacity gap and will be able to provide improved service to residents, businesses,
and emergency service providers in and around the Gap Area. If Vertical Bridge is unable to construct
the new telecommunications tower, and Verizon is therefore unable to collocate its equipment on the
proposed tower, the significant service capacity gap in Verizon’s wireless communications network will
remain, and Verizon will be prohibited from providing reliable wireless service to its customers in the
Gap Area.

Dated this 28th day of January, 2026

_________________________________
Paul Anderson
Engr III Cslt – Radio Frequency
Verizon Great Plains – Minneapolis/Northern Minnesota

2
