<br /> <br /> Staff Report <br /> <br /> <br /> <br />To: Mayor Fischer and Members of the City Council <br /> <br />From: Bill Dircks, Public Works Director <br /> <br />Date: March 25, 2026 <br /> <br />Re: Permanent and Temporary Easement Acquisitions by Met Council for G-Line <br /> <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />• Accepting $10,600 from the Metropolitan Council for permanent and temporary easements <br />associated with the G-Line Rapid Transit Route project. <br /> <br />Background: <br />The Metropolitan Council (Met Council) has been working on a project to bring the G-Line Rapid <br />Transit route north to a termination at the Market Place Drive station. The route begins in St. Paul and <br />travels up Rice Street to Market Place Drive. There will be stops in Little Canada at County Road B, <br />County Road B2, County Road C, Little Canada Road, and Market Place Drive. <br /> <br />In order to construct the bus shelter at County Road B2, 292 square feet of temporary easement will <br />need to be taken on city property. The shelter will be just north of County Road B2 on Rice Street. The <br />stop will be blended into the existing streetscape, including the existing city sidewalk. The easement <br />will allow for grading and other work necessary to complete the shelter. <br /> <br />The final stop along the line is Market Place Drive. That shelter will be bigger and will also include a <br />restroom facility for bus drivers only. The construction of this shelter will necessitate some permanent <br />easement taken to the south, which is currently the northern edge of the Market Place pond area. Staff <br />sees no issue with a permanent easement being taken in this location. Some temporary easements will <br />also be necessary for construction purposes. <br /> <br />The Met Council has offered the following for the easements: <br /> <br />• County Road B2 Temporary Easement (292 Sq. Ft. for 36 months): $1,500 <br />• Market Place Drive Permanent Easement (2535 Sq. Ft.): $8,400 <br />• Market Place Drive Temporary Easement (883 Sq, Ft. for 36 months): $ 700 <br /> <br />Staff believes the offers are fair and the easements are warranted for the work. <br /> <br />Strategic Priority: <br />Creating Supportive Networks - Working with the Met Council helps make better connections with <br />other communities, especially along the Rice Street corridor. <br /> <br />Source Of Funds: <br />The funds acquired will be placed in the general fund.
