City of Little Canada EDA
Goals and Objectives
Little Canada’s Economic Development Authority plays a key role in supporting the long-term
fiscal health and quality of life of the community. This includes growing and stabilizing the
City’s tax base, guiding reinvestment in key areas, using public resources strategically to
support durable, high-quality development outcomes, and building strong relationships with the
local business and development community.
Goal 1 – Proactively Guide Redevelopment in Strategic Areas
Objective A. Identify priority redevelopment areas, particularly along commercial corridors
and underutilized properties. This work will align with the creation of revised
Planning Districts as part of the 2050 Comprehensive Plan Update.

Objective B. Establish clear, district-specific expectations for redevelopment, including land
use, site design, building form, and public realm improvements.

Objective C. Monitor and inform the EDA of acquisition and redevelopment opportunities
within each district. Develop district-specific criteria to guide when and how
the City should participate in redevelopment efforts.

Objective D. Coordinate redevelopment planning with public infrastructure investments,
transportation improvements, and public space enhancements.

Goal 2 – Establish Clear Policies for the Use of EDA Tools and Resources
Objective A. Develop baseline policies for the use of Tax Increment Financing and other
financial tools. Policies should be clear and predictable, allowing staff to
communicate expectations to prospective developers with confidence.

Objective B. Establish programming and priorities for the use of Local Affordable Housing
Aid (LAHA) funds.

Objective C. Define the public benefits expected when City financial participation is
involved in redevelopment projects.
