<br /> <br /> Staff Report <br /> <br /> <br /> <br />To: Mayor Fischer and Members of the City Council <br /> <br />From: Bill Dircks, Public Works Director <br /> <br />Date: April 8, 2026 <br /> <br />Re: Exterior Building Repairs at Fire Station <br /> <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />• Bid from Epic Masonry Restoration in the amount of $90,400 for exterior building <br />repairs at the Fire Station. <br /> <br />Background: <br />The Fire Station is 36 years old and has held up well over that time, but there are signs of wear <br />and tear on the building, and some maintenance is required to seal it up and extend its life. There <br />has been signs of efflorescence on the building for a few years and staff has attempted to work <br />with contractors on putting together a plan to remediate the issue but two different contractors <br />dropped contact last year when it came time to provide a quote for the work. <br /> <br />Main Bid: Staff contacted Epic Masonry Restoration this spring and met with owner Robert <br />Weatherup on site and went through the entire building. Mr. Weatherup determined that the <br />joints on the entire exterior of the building need to be re-sealed with new caulk. That was the <br />main scope of work to stop erosion and water damage. <br /> <br />Option 1: Mr. Weatherup’s investigation also revealed some cracked and damaged mortar joints, <br />some cracked blocks, and spalled brick. He proposed an added option to repair these issues as <br />part of the overall project. <br /> <br />Option 2: Mr. Weatherup also proposed a second option to consider adding to the project, which <br />is applying a premium, invisible, breathable, penetrating, waterproofing sealer to all masonry <br />located on the exterior of the building. The sealer does not change the appearance of the building <br />but does lock out water and the dirt that water carries with it. The sealer has a 5-10+ year life. <br /> <br />The bid was broken into the three components, and it should be noted that the work includes all <br />of the same work on the brick monument sign in the front yard, which is in need of maintenance <br />as well. <br /> <br />- Main Bid: $43,700 <br />- Option 1: $27,600 <br />- Option 2: $19,100 <br />- Total Cost: $90,400
