Neighborhood Meeting Minutes <br />Market Place Drive <br />December 10, 2001— 5:45 P.M. <br />The City Administrator welcomed those present to the neighborhood meeting regarding the <br />reconstruction of Market Place Drive from Little Canada Road to Rice Street. (See sign in sheet <br />for those in attendance.) <br />He also introduced the City Engineer Lee Elfering of Howard R. Green and Public Works <br />Director Greg Schroeder. <br />The City Administrator explained the neighborhood meeting process whereby we will provide <br />property owners with the basic information we have, get their input on the nature of the project, <br />and then decide how to proceed form there <br />At this point, the City Engineer reviewed his handout material with those present. (A copy is <br />attached.) <br />Discussion followed with Mr. Grootwassink about coordinating the reconstruction of his parking <br />lot north of Market Place Drive with this project. The City Administrator stated it might be <br />possible to add this work to our contract subject to a development agreement to make the Market <br />Place owners responsible for the cost of these changes. Mr. Grootwassink said he would evaluate <br />his options and get back to us. He also asked if we could assess the cost of this work. The City <br />Administrator said we would have to check in to this. <br />The City Administrator stated the amenities work could be done in 2002, but stated a preference <br />for waiting until 2003. He explained the bid differences we experienced on Little Canada Road <br />by including it in a street project versus a separate contract. A separate contract was much less <br />expensive, but we would not want this contractor in the way of the street project. Coordination <br />would be easier if we waited one year. <br />The City Administrator discussed the proposed assessment rate of 586.75 and related it to the <br />Little Canada Road project rate of 585 adjusted for inflation. He said this rate is subject to <br />approval by the City Council. <br />The installation of sidewalk was discussed. The consensus of those present was to install it on the <br />south side of the street from Rice to where the road turns south. From there on, it should be <br />located on the east side of Market Place Drive. <br />The City Administrator reminded Mr. Grootwassink that, per the terms of our development <br />agreement, he will need to dedicate the additional right-of-way from the Delonais property to <br />provide a 60 -foot for Market Place Drive. He aclmowledged this. <br />A question was raised about the new street grades. The City Engineer stated the profile of the <br />road would be lowered to accept curb and gutter. <br />The City Administrator asked for a consensus of those present regarding their interest in this <br />project. Those present indicated their support for the reconstruction of the street and the related <br />amenities. <br />-4 <br />
