Neighborhood Meeting Minutes Market Place Drive December 10, 2001— 5:45 P.M. The City Administrator welcomed those present to the neighborhood meeting regarding the reconstruction of Market Place Drive from Little Canada Road to Rice Street. (See sign in sheet for those in attendance.) He also introduced the City Engineer Lee Elfering of Howard R. Green and Public Works Director Greg Schroeder. The City Administrator explained the neighborhood meeting process whereby we will provide property owners with the basic information we have, get their input on the nature of the project, and then decide how to proceed form there At this point, the City Engineer reviewed his handout material with those present. (A copy is attached.) Discussion followed with Mr. Grootwassink about coordinating the reconstruction of his parking lot north of Market Place Drive with this project. The City Administrator stated it might be possible to add this work to our contract subject to a development agreement to make the Market Place owners responsible for the cost of these changes. Mr. Grootwassink said he would evaluate his options and get back to us. He also asked if we could assess the cost of this work. The City Administrator said we would have to check in to this. The City Administrator stated the amenities work could be done in 2002, but stated a preference for waiting until 2003. He explained the bid differences we experienced on Little Canada Road by including it in a street project versus a separate contract. A separate contract was much less expensive, but we would not want this contractor in the way of the street project. Coordination would be easier if we waited one year. The City Administrator discussed the proposed assessment rate of 586.75 and related it to the Little Canada Road project rate of 585 adjusted for inflation. He said this rate is subject to approval by the City Council. The installation of sidewalk was discussed. The consensus of those present was to install it on the south side of the street from Rice to where the road turns south. From there on, it should be located on the east side of Market Place Drive. The City Administrator reminded Mr. Grootwassink that, per the terms of our development agreement, he will need to dedicate the additional right-of-way from the Delonais property to provide a 60 -foot for Market Place Drive. He aclmowledged this. A question was raised about the new street grades. The City Engineer stated the profile of the road would be lowered to accept curb and gutter. The City Administrator asked for a consensus of those present regarding their interest in this project. Those present indicated their support for the reconstruction of the street and the related amenities. -4
