Staff Report <br />To:Mayor Fischer and Members of the City Council <br />From:Bryce Shearen, City Administrator <br />Date: April 8, 2026 <br />Re:Councilmember Vacancy Recruitment Process <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />No formal action at this time. Staff is requesting council feedback and discussion around <br />the recruitment process for the council member vacancy. <br />Background: <br />On March 25, the City Council accepted Councilmember Gutierrez’s resignation. At the <br />meeting, the council directed city staff to include a discussion of recruitment and a proposed <br />timeline for the April 8 City Council workshop for the council's consideration. <br />Eligibility: <br />The council may appoint any individual who is eligible for election to that office. Generally, to <br />be eligible, a person must be a U.S. citizen, a city resident, a qualified city voter, and at least 21 <br />years old. <br />To fill the vacancy, a majority vote is needed for the appointment. If the vote is a tie, the mayor <br />can appoint any qualified person willing to fill the vacancy, even if that person was not the <br />subject of the original appointment vote. <br />Process: <br />A discussion will occur at the April 8 City Council Workshop and will include: <br />Review of application <br />Overview of marketing plan <br />Discussion of timeline <br />Overall discussion of process and interview format <br />Staff Recommendations: <br />No formal recommendations at this time. A PowerPoint will be provided at the workshop, along <br />with materials to review and discuss. Please come prepared with any scheduling conflicts that <br />you may have in the upcoming 6-12 weeks. <br />Attachments: <br />None
