MINUTES OF THE REGULAR MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />MARCH 25, 2026 <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of Little Canada, <br />Minnesota, was convened on the 25th day of March 2026 in the Council Chambers of the City Center <br />located at 515 Little Canada Road in said City. <br />Mayor Tom Fischer called the meeting to order at 7:30 p.m., and the following members of the City <br />Council were present at roll call: <br />CITY COUNCIL: Mayor Fischer, Council Members Malone, Kwapick, and Miller. <br />Absent: Gutierrez. <br />ALSO PRESENT: City Administrator Bryce Shearen, Assistant City Administrator Laura Linehan, <br />Community Development Director Ben Harrington, Parks and Recreation Director Steve Anderson, <br />and City Clerk/HR Manager Heidi Heller. <br />AGENDA <br />The City Administrator noted a late addition to the agenda that was made about one hour ago. <br />APPROVAL OF MINUTES <br />Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2026-3-35 — APPROVING THE MINUTES OF THE MARCH H, <br />2 02 6, WORKSHOP AND THE MARCH 11, 2026, REGULAR MEETINGS AS <br />SUBMITTED <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (4). Nays (0). Resolution declared adopted. <br />ANNOUNCEMENTS <br />The Assistant City Administrator reminded residents about the March monthly connection series, <br />which will be held the following evening at Montreal Courts and will focus on fire safety. There will <br />be pizza and child -friendly activities. The city is hosting several volunteer events during Volunteer <br />Week, and there will be a community kick-off celebration on April 20th at 5 p.m. at Spooner Park. <br />PUBLIC COMMENT <br />None. <br />PUBLIC HEARINGS <br />CONSIDER A CONDITIONAL USE PERMIT FOR A COMMERCIAL <br />TELECOMMUNICATIONS TOWER AT 2617 PARK STREET: PLANNING CASE 1451 <br />The Community Development Director stated that the property located at 2617 Prak Street is zoned C- <br />1 General Commercial and is currently developed with a mini -storage facility that was originally <br />constructed in 1979 with additional buildings added in 1985. The storage use and several building <br />setbacks are legally nonconforming under current zoning regulations, but have existed on the property <br />
