WORKSHOP MINUTES <br />CITY COUNCIL <br />MARCH 25, 2026 <br />approaches that the Council could choose now: 1. Continue to hold the property for future assembly <br />with other parcels, or 2. Can consider a request for proposal process at any point to sell the site if <br />opportunities do not develop. <br />The Community Development Director explained that 0 First Bank Drive is a 0.62-acre vacant <br />parcel adjacent to Culvers on the east side. He stated that this property has high visibility and <br />access from Rice Street and is a flexible site that could support private development or public use. <br />He stated that city staff and Council have considered exploring using the property for either <br />temporary or permanent public recreational programming and potentially adding water and electric <br />access if feasible. He noted that the Metropolitan Council offers grants for small area plans for sites <br />like this. He reviewed the approaches the Council could choose now: 1. Immediately explore public <br />activation, including feasibility and cost of water and electric hook-ups, 2. Rule out public use and <br />hold the property until broader planning efforts for this area are completed, 3. Can consider a <br />request for proposal process at any time to sell the property. <br />There was Council consensus to: <br />Condit site: move forward with a request for proposal from developers to see potential uses. The <br />Council is more interested in uses that would significantly contribute to the city's tax base, such as <br />general commercial. <br />2750 Rice Street: continue to hold the property and see if a larger redevelopment opportunity <br />emerges in the future. <br />0 First Bank Drive: scope the feasibility and cost of adding water and electricity to the site for <br />temporary public use, potentially apply for small area plan grant from Met Council in fall 2026. <br />The Council stated that the first priority for the Community Development Director is the Condit <br />site. <br />There being no further business, the meeting was adjourned at 7:11 p.m. <br />c <br />Thomas Fischer, Mayor <br />Attest: <br />AiHcller, <br />ei City Clerk <br />2 <br />
