Pahey
COUNCIL
L
Jim LaValle
Matt Anderson
Rick Montour
Bill Blesener
A DAL I ISIRATOR
Joel R. Hanson
I have discovered two errors in the 2003 Salary Scales I presented for your approval in December. Both
involve previous commitments I made to the employee relative to a new position. In both cases, I am not
proposing any changes to the scales, but I am recommending we revise the employee's placement within
the scale. The situations are as follows:
Dotty Norgard, Administrative /Accounting Technician
We hired Dotty on April 9, 2002. At that time, we committed to moving her to Step 3 of the salary scale
on 1/1/2003. (This was documented in writing at the time of hire.) In the materials I presented to you, we
indicated she would move to that step on her anniversary date. She would have made $15.49 per hour
until that date. Therefore, I am recommending we revise her hourly rate to $16.00 effective 1/1/03.
Jessica Jagoe, Code Enforcement Officer /Customer Service Specialist
In Jessica's case, we changed her position Last fall adding the duties of Code Enforcement Officer in an
attempt to stabilize this position. In doing so, I verbally indicated to her that, subject to satisfactory
performance, her pay rate would be adjusted to $17.66 on 1/1/03. This represents a mid -step adjustment
between years 3 & 4 on the proposed scale. (We had already reviewed the Stanton Report and knew that
the Code Enforcement would justify this amount. The Utility Billing portion of her job also warrants this
wage.) However, I neglected to indicate that on the proposed salary scale. Instead, I indicated a mid -step
adjustment between years 2 & 3. Given the demands on this position and her performance to date, I
would recommend we adjust her salary from $16.95 to $17.66 effective 1/1/03. It should also be
understood that no commitments have been made from this date forward.
