Hanson <br />One of our 2002 goals was to Review /Acquire Sites to Prevent Landlocking. (See action plan attached) <br />Staff has reviewed the past materials regarding the creation of thoroughfare plans that was part of our <br />2000 Goal Setting Process. Based on our review, we feel the Thoroughfare Report does a good job of <br />identifying the parcels that could become landlocked if development is not properly regulated in these <br />areas. This report as well as past discussions regarding this topic have been included for your review. <br />It is staff's belief that most of the areas in question can be protected at the time any development <br />proposals are made. We feel this is true because subdivision approval appears necessary (and practical <br />from an economic standpoint) for those parcels where access would come from. A good example of this <br />is the Battista parcel off Arcade Street. (See Section Map attached) A portion of this site is needed to <br />provide access to the large area to the east of Arcade Street and southerly of LaBore Road. <br />Mr. Battista has been in contact with City staff within the past six weeks inquiring about the potential to <br />subdivide his parcel. To protect access to the area behind this parcel, we should acquire land for a future <br />road. As a result, Mr. Battista would have two 75 -foot lots with a 50 -foot road right of way instead of <br />two 100 -foot lots. The Council should discuss if they would like staff to contact Mr. Battista at this time <br />to make him aware of this possibility instead of at the time he formally applies for a subdivision. <br />Staff would also look for other direction relative to other areas where you feel we are at risk for <br />landlocking by not taking action at this time. <br />1 <br />
