This permit was issued with the condition that the Pirkolas <br />add a garage door access through the rear of their existing detached garage to avoid <br />driving over the ten foot wide side yard adjacent to the neighbor's property. <br />The applicants now contend that there are functional difficulties in complying with this <br />request, including the existence of an egress window well behind the existing garage <br />and electrical wiring in the garage wall that would need to be relocated to accommodate <br />the garage door. <br />The original condition was included due to a concern that regular use of the side yard <br />would interfere with the neighbor's landscaping, and in fact, was an option offered by <br />Mr. Pirkola as a part of the initial application. The current amendment request suggests <br />that the need for the access will be only occasional, and a letter supporting the <br />amendment is included from the new neighboring property owner that would be affected <br />by the access. <br />If the City believes the amendment is appropriate, planning staff would recommend that <br />access not be paved, in order to avoid the appearance of a permanent driveway that <br />would encourage more intensive use. <br />pc: Kathy Glanzer Steve Westerhaus <br />Lee Elfering Greg Schroeder <br />Brett Pirkola, 2935 Edgerton Street, Little Canada, MN 55117 <br />
