MINUTES
CITY COUNCIL
APRIL 23, 1997
shed. However, if a shed is 75% screened and there is still a concern, the
Council can require architectural compatibility.
Pedersen pointed out that the more a shed blends in with the house the less
need there will be for screening.
Fahey suggested the addition of the word "reasonably" before
"coordinated" in Section 903.020.D.2.b.ii. Pedersen suggested addition of
the phrase "or air conditioning equipment" in the seventh line of Section
903.020.D.2.a. after the word "shed ".
Mr. Morelan introduced the following ordinance and moved its adoption:
ORDINANCE NO. 455 — ADOPTING AN ORDINANCE
AMENDING SECTIONS 902.010 AND 903.020.D. OF THE LITTLE
CANADA CITY CODE, KNOWN AS THE ZONING ORDINANCE,
BY ESTABLISHING PROVISIONS FOR THE REGULATION OF
ACCESSORY SHEDS WITH THE PROVISION THAT THE
LANDSCAPING BE OF SUFFICIENT SIZE TO SCREEN FROM
THE PUBLIC RIGHT -OF -WAY AND FROM THE SIDE YARD
The foregoing resolution was duly seconded by Scalze.
Ayes (5) Morelan, Scalze, Fahey, Pedersen, LaValle.
Nays (0). Resolution declared adopted.
CONCEPT Frank Frattalone appeared before the Council to present a concept
REVIEW - proposal for the development of twinhomes on the property immediately
PATRINA north of Pioneer Park. Frattalone reported that there is sanitary sewer and
PARK water main in the right -of -way for Allen Avenue. However, that right -of-
way is only 30 feet wide and an additional 30 feet of right -of -way is
needed. Frattalone explained the lay -out he is proposing for Allen Avenue
pointing out the jog in the road around the Mike Frattalone property which
abuts Centerville Road. The Mike Frattalone property is narrow. If the
additional right -of -way for Allen Avenue were taken from this parcel, it
would become too narrow to develop.
Frattalone reported that he is still negotiationing with Mrs. Schroeder for
the purchase of her property lying north of Allen Avenue and south of the
Slumberland site. Frattalone felt he would be able to reach an agreement
with Mrs. Schroeder for this purchase. Should he purchase the property,
he would include it in the twinhome development. Buffering between the
Slumberland property and the twinhome development could occur
utilizing the existing Slumberland berm and adding plant materials to that
Page 108
