MINUTES <br />CITY COUNCIL <br />FEBRUARY 23, 2000 <br />MORATORIUM <br />ON DEFINITIONS <br />FOR MEDICAL <br />CLINICS, REHAB <br />AND TREATMENT TREATMENT CENTERS, REHABILITATION CENTERS, AND <br />CENTERS SIMILAR FACILITIES FORA PERIOD OF SLYTY DAYS UNTIL <br />PENDING THE DEVELOPMENT OF MORE PRECISE <br />DEFINITIONS FOR THESE FACILITIES <br />Richie property at this time would not preclude the future development of <br />the area. <br />There was no one present from the general public wishing to comment on <br />this matter. <br />Upon motion by Morelan, seconded by Pedersen, the public hearing was <br />closed. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2000 -2 -44 — APPROVING THE DIVISION OF <br />THE RICHIE PROPERTY AT 2966 LABORE ROAD AS <br />REQUESTED SUBJECT TO MR. RICHIE ENTERING INTO A <br />COVENANT THAT WOULD PRECLUDE ANY ADDITIONAL <br />DEVELOPMENT OF HIS PROPERTY WITHOUT A ROAD <br />IMPROVEMENT, AND SUBJECT TO COMPLIANCE WITH THE <br />RECOMMENDATIONS OF THE CITY PLANNER AND PLANNING <br />COMMISSION <br />The foregoing resolution was duly seconded by Morelan. <br />Ayes (5) Fahey, Morelan, Scalze, Pedersen. <br />Nays (0). Resolution declared adopted. <br />Scalze pointed out that other property owners in the area might be <br />interested in subdividing their property. She asked at what point the <br />Council would preclude subdivision without a road improvement. <br />Fahey suggested that a more comprehensive plan for the area needs to be <br />developed. He suggested that perhaps this is a topic for the City's goal <br />setting session. He also suggested that the City should take a look at other <br />undeveloped parcels in the City and plan for their future development. <br />The City Administrator suggested that now that this plan has been <br />developed, that a neighborhood meeting be held to present the plan to the <br />property owners. <br />Mrs. Scalze introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2000 -2 -45 — DECLARING A MORATORIUM <br />ON THE ESTABLISHMENT OF MEDICAL CLINICS, <br />Page 11 <br />
