The existing
CUP permits Volleyball on the adjacent outdoor court six evenings per week, and hockey
on the ice rink six evenings per week. With this amendment, the applicant would be
permitted both volleyball and bocce ball during summer.
In previous applications, concern has been expressed by neighboring apartment residents
that noise and /or lights would be disruptive to the area. The City required screening and
landscaping, in addition to control of the site lighting, to minimize impacts on the residents.
As a part of this application, the City will have the opportunity to document any issues
relating to the effectiveness of previous screening and lighting requirements.
The new permit would expand the quantity of activity on the site during summer evening
hours over the current permit, but the location on the site would remain the same as in
previous approvals. Except where screening and /or lighting measures required by earlier
applications have shown to be ineffective, the site should be set up to accommodate the
bocce ball activities in the rink area. As with the existing CUP, the City also has the ability
to limit hours of outdoor operation and review security if necessary. If the current level of
screening and buffering have been effective, planning staff would recommend approval
of the CUP amendment subject to continuation of the previous management efforts,
including lighting control and hours of operation, as well as verification that all previous
requirements have been implemented.
cc: Kathy Glanzer
Steve Westerhaus
Dave Cossack
Greg Schroeder
Terry Maurer
Page 27
