MINUTES
CITY COUNCIL
APRIL 26, 2000
Fahey felt that a liquor license increase should not be enacted this year
given the Little Canada Road improvement project which will impact at
least three of the City's liquor establishments.
Scalze felt that rather than discuss liquor license fees each year, the
Council should set a schedule of what the fees will be for the next couple
of years. Fahey suggested that increases not be planned for in the budget.
LaValle pointed out that liquor establishments pay more taxes than the
average property owner in the budget. Therefore, he was opposed to an
increase in liquor license fees seeing this as additional taxation.
Fahey asked if an analysis of the cost -per -call for police protection could
be done comparing a retail or commercial business with a liquor
establishment. Fahey felt such an analysis would show whether liquor
businesses are paying their fair share or if they are being subsidized by
other property owners in the City.
The City Administrator indicated that he would do a tax analysis
comparing taxes with number of police calls at various businesses to see
of there is a correlation. He also pointed out that two squad cars are sent
to calls at liquor establishments and pointed out that this takes resources
away from other areas. This report will be presented to the Council later
in the year so they can discuss fees for the 2001 /2002 licensing cycle.
Mr. Fahey introduced the following resolution and moved its adoption:
RESOLUTION ,VO. 2000-4-707 - RETAINING THE CURRENT FEE
STRUCTURE FOR ON -SALE LIQUOR ESTABLISHMENTS
The foregoing resolution was duly seconded by LaValle.
Ayes (5) Fahey, LaValle, Pedersen, Scalze, Mercian.
Nays (0).
