MINUTES <br />CITY COUNCIL <br />APRIL 26, 2000 <br />Fahey felt that a liquor license increase should not be enacted this year <br />given the Little Canada Road improvement project which will impact at <br />least three of the City's liquor establishments. <br />Scalze felt that rather than discuss liquor license fees each year, the <br />Council should set a schedule of what the fees will be for the next couple <br />of years. Fahey suggested that increases not be planned for in the budget. <br />LaValle pointed out that liquor establishments pay more taxes than the <br />average property owner in the budget. Therefore, he was opposed to an <br />increase in liquor license fees seeing this as additional taxation. <br />Fahey asked if an analysis of the cost -per -call for police protection could <br />be done comparing a retail or commercial business with a liquor <br />establishment. Fahey felt such an analysis would show whether liquor <br />businesses are paying their fair share or if they are being subsidized by <br />other property owners in the City. <br />The City Administrator indicated that he would do a tax analysis <br />comparing taxes with number of police calls at various businesses to see <br />of there is a correlation. He also pointed out that two squad cars are sent <br />to calls at liquor establishments and pointed out that this takes resources <br />away from other areas. This report will be presented to the Council later <br />in the year so they can discuss fees for the 2001 /2002 licensing cycle. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RESOLUTION ,VO. 2000-4-707 - RETAINING THE CURRENT FEE <br />STRUCTURE FOR ON -SALE LIQUOR ESTABLISHMENTS <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Fahey, LaValle, Pedersen, Scalze, Mercian. <br />Nays (0).
