Fahey
COUNCIL
Beverly Scalze
Jim LaValle
Matt Anderson
Rick Montour
ADMINISTRATOR
Joel R. Hanson
Canadian Days has asked for our help in resolving a problem they have. The problem deals with the
inability to obtain insurance (liability & property) coverage for their trailers. (They have three trailers;
one for the parade, one for the temporary sign, and one for the stage.) They are not able to insure them
because they do not own (insure) a vehicle that pulls them.
Dick Sheldroup, our insurance agent, has reviewed this matter and offered two options. They are:
1. Transfer title in the trailers to the City. We would then insure them under our policy.
The cost would be about $50 each per year. Canadian Days is willing to implement this
option and would reimburse the City of the cost of the insurance. The only downside is
the exposure the City gains through the use of these trailers. (An extreme example is
someone is injured by falling off the parade trailer. Our insurance would likely be
brought in from a coverage standpoint.) I do not feel this is a great exposure. You may
want the City Attorney to comment.
2. Canadian Days would need to acquire a vehicle so they could get their own insurance.
To address this issue, they could take title to a lesser -used City vehicle. We would then
lease that vehicle from them for 360 days a year. They would use it for the remaining
five days. This option would not generate the liability exposure to the City. However, it
would be a lot of paperwork (title transfer, lease arrangements, etc.).
Subject to any comments by the City Attorney, I would recommend Option 1. If you concur, we will
proceed with implementing the necessary changes.
Cc: Sue Nelson, Canadian Days
PAGE 15
