The purpose of this study is to analyze and use changes and
transit improvements that could be implemented by local governments and transit providers to increase the
transit market in the northeast metro area. The study area includes the cities encompassing the Northeast
Diagonal Corridor (White Bear Lake, White Bear Township, Gem Lake, Vadnais Heights, Little Canada,
Roseville, St. Anthony and Minneapolis). Enclosed is a map that further illustrates the study area.
The recommendation for the study came from a staff group comprised of local governments in the northeast
area that has been meeting to discuss transportation and transit issues for over a year. The group was
instrumental in the Northeast Diagonal Transitway's inclusion in the Metropolitan Council's Transit 2020 Master
Plan as a potential transitway for post 2010. The staff group recommended conducting a study to identify and
use and transit strategies for increasing the transit market in the northeast metro area. Both regional railroad
authorities have budgeted for hiring a consultant to perform this study.
We would like your community's participation on the policy advisory committee for this study. The policy
advisory committee will finalize the proposed scope of work for the study, and then monitor the work of the
study consultant and advise the technical committee as well as the consultant on policy issues. We also
anticipate the group will meet every other month or as needed for the purpose of the study.
We have scheduled the first meeting of the Northeast Diagonal Land Use/Transit Policy Advisory Committee
for Wednesday, April 18, 2001, at 4 p.m. at the Roseville Public Library's meeting room (2180 North Hamline in
Roseville). Please contact Alicia Vap (651- 266 -2773) of the Ramsey County Regional Railroad Authority to
provide a representative for this committee as well as to respond whether or not a representative is able to
attend this first meeting. The proposed study scope is enclosed.
Thank you in advance for your cooperation. We look forward to your community's participation in this study.
Sincerely,
04-2464v-1/4-)
Ja Wiessner
Ra sey County Commissioner
Mark'Stenglein
Hennepin County Commissioner
Page 11
