This process contemplates the utilization of two groups to guide its completion. The first group <br />is a technical advisory committee that will be made up of the participating agencies' staff <br />members. The other group will be a planning task force comprised two council members, one <br />planning commissioner, and one business owner from each community. In addition, the other <br />agencies will be able to designate two members each. (The total group size would be 18 people.) <br />The maximum cost of this study is estimated at $100,000. The proposed cost allocation is as <br />follows: <br />9 Little Canada — 5% or $5,000 <br />• Vadnais Heights — 10% or $10,000 <br />• MnDot — 15% or $15,000 <br />❖ Shoreview — 22.5% or $22,500 <br />❖ Ramsey County - 22.5% or $22,500 <br />9 Metro Transit — 25% or $25,000 <br />Note: Metro Transit is also conditioning their approval on the ability to establish a <br />transit hub at the County garage site. If not, then they would not pay their 25 %. That <br />amount will be picked up the Shoreview and the County given their direct benefit <br />from the re -use of that land. <br />I would recommend our participation based on the potential impact to our community and <br />subject to a maximum cost of $5,000. If you agree, the RFQ process will proceed with a <br />recommendation for selection of a consultant to be made to each city council by mid -May. <br />Page 31 <br />
