Feasibility Study <br />Little Canada Road /McMenemy Road Parking Lot Improvements <br />IX. Financing <br />Based on the City's Assessment Policy that governs reconstruction, the primary method of <br />financing improvement projects is to assess the adjacent property owners on a front foot basis. <br />However, due to dramatically different benefit that the adjacent properties will receive from this <br />parking lot reconstruction project, staff suggests that an alternative assessment option may be more <br />appropriate. The following assessment is provided as an example for the City Council to consider. <br />• 1/3 City of Little Canada <br />• 1/3 St. John's Church <br />• 1/3 Distributed equally between the Respite Home, Credit Union, and the Apartment <br />Building. <br />X. Summary <br />The project is feasible from an engineering standpoint and meets all standards set forth by the City. <br />In an effort to reduce the cost of this parking lot project it should be included with the 2001 Street <br />Reconstruction Projects due to the similar nature of this work. The reconstruction of this parking <br />lot will be another step in improving the City of Little Canada's infrastructure and advancing the <br />City's pavement management program. <br />XI. Concerns <br />• The City Council must determine if the layout (one -way traffic pattern) recommended is the <br />layout they wish to have constructed. <br />• Agreements from all adjacent property owners must be obtained prior to construction. <br />• A storm water drainage easement should be obtained from those properties affected prior to <br />construction. <br />• The City Council must determine how they wish to finance this project. <br />I hereby certify that this plan, specification, or report was prepared by me or under my direct <br />supervision and that I am a duly registered Professional Engineer under the laws of the State of <br />Minnesota. <br />(77 <br />Gregory A.
