Hanson <br />Staff has been working with the management of North Star Estates to develop a workable solution that <br />will result in the construction of storm shelter within their property. This project is eligible for Ramsey <br />County Community Development Block Grant (CDBG) funds. While this application will have to <br />compete for dollars, I believe there is a reasonable chance for success. The key components of the <br />application are as follows: <br />• The City must own the site upon which the shelter(s) will be located. (This can be <br />accomplished by NSE deeding us the land. We would in turn be responsible for their <br />construction/installation. Upon completion, we would lease the shelters back to NSE for <br />a long period of time for a nominal amount. They would accept responsibility for on- <br />going maintenance. <br />• Project costs are estimated at $150,000. <br />• NSE will be expected to contribute at least 25% of project costs. <br />• The application is due February 23rd <br />• If we are successful, funds can not be expended until July Is'. <br />NSE is evaluating the use of a precast structure (see attached) to serve as the shelter. (These have been <br />utilized in number of parks in the area.) They are still evaluating their options and will need to provide us <br />with appropriate commitments if we are to proceed with the application. Their plans will provide for 305 <br />people or 70% of park residents. (Note: We have not been able to locate any standards as to the <br />percentage of residents to be accommodated. However, 70% seems reasonable given some people will <br />not be at home at any given time and others will simply choose not to use this facility.) <br />The City Council will need to pass a resolution authorizing this application. <br />cc: North Star Estates <br />Page 22 <br />
