MEMORANDUM <br />TO: Mayor Fahey & Members of the City Council <br />FROM: Joel FIanson, City Administrator <br />Greg Schroeder, Public Works Director <br />DATE: February 9, 2001 <br />RE: Little Canada Road /McMenemy Road Parking Lot Project <br />The Little Canada Road/McMenemy Road parking lot has deteriorated to the point where it needs to be <br />reconstructed. Attached if the feasibility study that summarizes information on the existing condition <br />of this parking lot, proposed improvements, estimated cost of these improvements, and suggested <br />financing option. <br />The project is feasible from an engineering standpoint and meets all standards set forth by the City. In <br />an effort to provide the City of Little Canada the best possible value by keeping the cost of this parking <br />lot project to the lowest level possible, it should be included with the 2001 Street Reconstruction <br />Projects due to the similar nature of this work. The following schedule was developed to enable this <br />project to be included with the 2001 Street Improvement Projects. <br />Proposed Schedule <br />Feasibility Study to City Council <br />Informational Hearing <br />Public Hearing <br />Plans and Specification Ordered <br />Plans and Specifications Approved by City Council <br />Advertise for Bid <br />Bid Awarded <br />Begin Construction <br />Construction Substantial Completion <br />Assessment Hearing <br />February 14, 2001 <br />February 15, 2001 <br />March 14, 2001 <br />March 14, 2001 <br />March 28, 2001 <br />21 — 30 days <br />April 2001 <br />Spring 2001 <br />August 2001 <br />October 2001 <br />In addition to meeting the above schedule, the following concerns need to be addressed: <br />• The City Council needs to determine if the layout (one -way traffic pattern) recommended is the <br />layout they wish to have constructed. <br />• Agreements from all adjacent property owners must be obtained prior to construction. <br />• A storm water drainage easement should be obtained from those properties affected prior to <br />construction. <br />• The City Council needs to determine how they wish to finance this project. <br />• The City Council needs to establish a date for the Public Hearing (proposed for March 14, 2001). <br />We will be discuss the above with you at the February 14th Council meeting.
