MINUTES <br />CITY COUNCIL <br />NOVEMBER 21, 2000 <br />Pedersen asked how much office use is in the McKesson building. <br />Pedersen was concerned that the McKesson building would set the tone <br />for how this property developed, and noted that the building is mainly a <br />warehouse use. Pedersen did not feel a corporate headquarters would go <br />in a location such as this. <br />Morelan pointed out that when the St. Paul Water Department began to <br />consider the sale of this property, they approached the City asking what <br />kind of use the City would be looking for. At that time the property was <br />heavily wooded and had oak trees on it. Morelan indicated that based on <br />that he thought a campus type development similar to St. Jude's would be <br />preferable. Morelan further indicated that when Frattalone requested a <br />grading permit for the site, there were some drawings presented showing <br />the footprint of a building. However, there was never a specific concept <br />for the property. At that time it was mentioned by the City Planner as well <br />as Mr. Frattalone that given the railroad tracks, the setback required from <br />the pond, and the Pioneer Cabinet buildings, the site may not attract a <br />corporate user. Morelan pointed out that the Council never made a <br />decision on a concept for the property, but acted on a grading permit. <br />Morelan felt that there may be a higher and better use for the site than <br />what Frattalone is proposing, but the question was how long would it take <br />before that use is proposed. Morelan pointed out that Frattalone <br />Excavating has been a good business and employs a lot of people. He <br />would not like to see this business move out of Little Canada. Morelan <br />pointed out that Frattalone has tried to market the property and has had no <br />serious interest. Morelan further indicated that he would like to consider <br />the Frattalone proposal. He felt the issue was valuation. If the <br />development proposal had the proper valuation, outdoor storage issues <br />could be worked out with screening requirements, etc. <br />Fahey indicated that he did not envision a corporate headquarters <br />developing on this site given the surrounding area as well as access issues. <br />Scalze pointed out that she envisioned a high- quality development that <br />would generate substantial tax dollars for the City. <br />LaValle felt a $4 million project was substantial. It was pointed out that <br />no TIF assistance is being requested. <br />Fahey asked if Frattalone would store more equipment on the new site <br />given it would be larger than his current location. Frattalone replied that <br />he would not. He indicated that the times he is short of space is during <br />winter months when equipment is brought in for repairs. <br />Page 19 <br />
