MINUTES <br />CITY COUNCIL <br />SEPTEMBER 24, 1997 <br />The City Planner indicated that the oaks would not be replaced, but the <br />developer would have to make an effort to provide additional landscaping. <br />The landscaping plan would be checked against the ordinance for <br />compliance. <br />Frattalone indicated that the property consists of 10.5 acres, 6.7 of which <br />would be developed. Therefore about 63% of the site would be hard <br />surfaced and the rest green area. <br />Morelan asked if the property had frontage on Spruce Street. Frattalone <br />replied that it doesn't now, but the Water Department will provide a 60 <br />foot easement over its water conduits to provide access to Spruce Street. <br />Fahey noted that the City Planner recommended rezoning to I -P because <br />the Comp Plan does not clearly designate an office campus use for the site. <br />The Comp Plan makes reference to both types of zoning, and Fahey <br />indicated that I -P may be appropriate for this site given the surrounding <br />area. <br />The City Planner pointed out that the site had been designated as open <br />space and when the Comp Plan was updated the indication was an office <br />research campus type use in the text as well as-the indication of industrial <br />use on the land use diagram. Because of this, the Planner's office felt <br />comfortable supporting the rezoning to I -P. <br />Scalze felt this was a nice development site, and she wanted to make sure <br />the City got the highest and best use of the property. Scalze stated that she <br />is not sure what she is hearing is the highest and best use of this property. <br />Scalze felt the site could do well with some creative planning. Scalze <br />stated that she was a little uncomfortable allowing the hill to be removed <br />since this might lock the property into a certain sort of development. <br />Fahey suggested that the highest and best use of the property may require <br />the leveling and grading of the site. Fahey felt the concept proposed was a <br />reasonable one and indicated that he favored the rezoning. Fahey asked <br />how difficult it has been to market the site. <br />Frattalone replied that the property has been listed with Edina Realty since <br />early spring. <br />Morelan indicated that he agreed with the comments made by Council <br />Member Scalze, and that he was not sure office/warehouse was the highest <br />and best use of the property. Morelan stated that he would prefer the City <br />wait and see what else develops. The property has not been for sale for a <br />long time.
