The new site is zoned PUD, Planned Unit <br />Development and was sold by the St. Paul Water Utilities a few years ago. Mr. Frattalone <br />acquired the property and prepared it for development under a concept plan which <br />anticipated a large office- warehouse facility. The City zoned the site PUD with plans for <br />a major office or office- warehouse user as a corporate headquarters site. <br />Analysis <br />The proposed PUP represents a significant change from the City's original expectations <br />for this site. Under the current proposal, the applicant is seeking a two story office building <br />of 7,200 square feet per floor and a 24,000 square foot shop; a total of about 38,000 <br />square feet of building area. Although the site plan is not specific, outdoor storage of <br />equipment would comprise about three acres of the parcel. The previous concept plan <br />showed more than 100,000 square feet of building area with no outdoor storage. The <br />remainder of the site would have been dedicated to parking space and green area. <br />The applicant has submitted plans which are very preliminary at this time. Due to the size <br />of the parcel, it is assumed that there would be adequate room for all required parking and <br />landscaping.
