Working with St. Paul, Bloomington and surrounding agencies, we learned other <br />regulators were experiencing similar high costs and low results. Circumstances seen <br />as major contributors to these problems included: <br />• The lack of automated records systems; <br />• Insufficient staffing to insure compliance with reporting requirements; <br />• Inability to share pawn transaction data between agencies; <br />• Inability to share stolen property data between agencies except for <br />serialized stolen items that meet NCIC entry standards <br />• Inability to compare pawn transaction data with stolen property data <br />within an agency or between agencies, except for stolen items with serial <br />numbers that meet NCIC entry standards; <br />• Inability to compare pawn transaction data with stolen property records at <br />insurance companies; <br />• Incomplete and/or inaccurate loss reports; and <br />• Unreported losses. <br />Clearly, effective regulation of pawn shops and secondhand dealers is a multi - <br />jurisdictional problem that govemment, alone, cannot solve. <br />Automated Pawn SystemTM <br />Redefining investigation and regulation through strategic partnerships with <br />community and industry. <br />Through the development and implementation of the Automated Pawn SystemTM, it <br />is the goal of the Minneapolis Police Department to: <br />• Decrease and stabilize the cost of regulating pawn shops and secondhand <br />dealers ; <br />• Improve police service and effectiveness; <br />• Promote information sharing; and <br />• Impact associated crimes. <br />These goals can be met through information sharing with other jurisdictions and <br />strategic partnerships with block clubs, community organizations, the insurance <br />industry, and pawn shops and secondhand dealers.
