Hanson, City Administrator <br />DATE: January 19, 2001 <br />RE: 2001 Projects Update <br />Given the outcome of the Twin Lake improvement hearing, staff has re- evaluated the <br />practicality of continuing with the other two improvements (Sextant and <br />Australian/Bluwood). Without the major pipe work involved in the Twin Lake project, <br />the Sextant project creates concerns related to pricing of the limited underground work, <br />the quality of the contractor we could obtain for this smaller project, and the differences <br />in the nature of the projects when one considers Sextant versus Australian/Bluwood. <br />A paving contractor can readily handle Australian/Bluwood. Given the fact we have the <br />final lift of asphalt for Little Canada Road to be installed this summer, we may obtain an <br />economy of scale with an aggressive bid from that contractor. The underground work on <br />Sextant would likely negate that possibility since a paving contractor would have to <br />subcontract the underground work. Given the small scale and complexities of the Sextant <br />project's underground work, we feel it would be best to keep that project combined with <br />the Twin Lake work. <br />Staff has been evaluating a maintenance project on Thunder Bay Road that will require <br />the replacement of about 400 lineal feet of curb plus patch repair of the street surface near <br />Allen. A very rough cost estimate for this work is approximately $20,000. A better cost <br />estimate will be provided at the Council meeting. Since a paving contractor would do <br />this repair work, we feel it would be in the best interests of the City to include this work <br />with the Australian/Bluwood project. <br />Therefore, staff would recommend we reconsider the resolution ordering the <br />improvement of Sextant Avenue. We would further recommend that we cancel the <br />Sextant improvement at this time and notify the neighborhood of the basis of that <br />decision. (This action will require a new public hearing to recommence the project in the <br />future.) Lastly, we would recommend proceeding with the Australian/Bluwood project <br />including the Thunder Bay Road repairs subject to an evaluation of the bids received. <br />cc: Terry Maurer, City Engineer <br />Page 94 <br />
