Hanson <br />Attached is our proposed contract for organized collection services. The key points are <br />as follows: <br />• The rates are based upon BFI's contract in North St. Paul coupled with your proposal <br />for disposal costs in Little Canada with a tipping fee of $34.00 per ton. While this is <br />less than your proposal, we feel it is a fair amount given our similarities with North <br />St. Paul and based on the fact that other jurisdictions have rates lower than this <br />amount (White Bear Lake). Furthermore, rates have not been adjusted downward <br />since the October tipping fee reduction! <br />• Provisions for increases in the annual cost are built into the rate schedule in <br />Attachment A (this again follows the North St. Paul contract as well as other <br />contracts we reviewed). No other allowances for fee increases, except for disposal <br />costs associated with tipping fees, were provided for in this document. <br />• We have expanded our discussion of service problem areas and imposed a liquidated <br />damages schedule for continued violations. This follows other contract documents <br />we reviewed. <br />® We have provided for the option of the City billing residents for the services you <br />provide with a .50 cent reduction in each rate category. We are not implementing it at <br />this time as we are in the process of converting our utility billing system to another <br />Page 140 <br />
