In response to your Memorandum dated November 21, 2001 in regard to the above referenced subject, we would like to point out that the donations made by Millennium Charity Plus, Inc. from year 1998 to date are materially understated. As you may well know, Millennium Charity Plus, Inc. is a community charity based in Little Canada since 1979 and an Internal Revenue Code Section 501 (C)(3) organization ( a Charitable, Educational or Cultural organization other than schools, churches or fraternal organizations or associations). Among the over 1500 charitable gambling licensed organizations in Minnesota, less than 15% of them are IRC Section 501 (C)(3) organizations. As a 501(C)(3) organization, we must Iimit the amount of donations to other organizations in order to avoid a Support Organization or Private Foundation status. Therefore, in order to remain as an active 501(C)(3) organization, we must utilize our fund mainly for our primary functions under our own programs, not through other nonprofit organizations. Fund utilized under our own programs are not necessarily reported on or included in the Schedule C's, which I believe you used to compile the statistical amount of donations by each Bingo Hall tenant organization. As an example, we have been, for several years, operating Little Canada Community Computer Center in a partnership with Little Canada Elementary School and Little Canada Community Adult Education Center iu a partnership with Little Canada Middle School.
