This parcel is located <br />adjacent to the west property line of the Global Volunteers office (the former St. Johns <br />convent building). The applicants wish to demolish the existing home and construct a new <br />single family home on the lot. Under the B -3 zoning, a single family home is non- <br />conforming. With this condition, no new single family structure could be built. <br />The area of the St. Johns Church along Little Canada Road is a neighborhood of a <br />longstanding mix of uses, including the church, school, commercial uses, and a variety of <br />housing. The Comprehensive Plan calls for the area to continue this traditional mixed use <br />pattern, rather than convert the area to all commercial or all residential. The R -B zoning <br />district is designed to accommodate this type of mix, including single and two- family <br />residential as permitted uses, and limited commercial activities as conditional uses. <br />Allowing the applicants to reconstruct their single family home on the same parcel would <br />further the City's planning goals of preserving the mix of uses, and accommodating <br />upgrades in the housing stock. The rezoning would not affect the rights of the neighboring <br />property owners since the land use would not be changing. <br />In summary, planning staff believes that the proposed rezoning is consistent with the land <br />use pattern in the neighborhood and is also consistent with the directives of the <br />Comprehensive Plan. Staff recommends approval of the rezoning from B -3, General <br />Business to R -B, Residential Business Transition. <br />Page 9 <br />
