MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 8, 2001 <br />REZONING — <br />355 LITTLE <br />CANADA ROAD — <br />YOUNGS/FULLER <br />Doug and Nancy Lemay, 2890 Payne Avenue, reported that they own the <br />property to the north. Doug Lemay pointed out that the deck on his house <br />abuts the Lyford /Jespersen property. He indicated that he had wanted to <br />enclose his deck, but was told that he would need a variance to do so. <br />Lemay expressed concern with having a house close to his deck and <br />pointed out that when he bought his house he liked the buffer that the large <br />backyards of the Lyford and Jespersen properties provided. Lemay stated <br />that he preferred not to have a house close to his deck. <br />Keis pointed out that most internal Tots have houses right on either side. <br />Roycraft stated that while the property division as proposed meets code <br />requirements, he thinks it should be taken into consideration that the <br />adjacent neighbor bought his house with a large open area next door and <br />would prefer to see it remain that way. Roycraft did not feel the property <br />division as proposed would be good for the neighborhood nor would it add <br />to the aesthetics of the area. <br />Mr. Barraclough recommended approval of the property division as <br />proposed subject to compliance with the recommendations of the City <br />Planner as outlined in his report dated November 6, 2002. <br />Motion seconded by Wojcik. <br />Motion carried 4 to 1. Roycraft voted against. <br />Mr. Ery Youngs, 355 Little Canada Road, appeared before the <br />Commission requesting a rezoning of his property from General Business <br />(B -3) to Residential- Business (R -B) so that he can tear down his existing <br />house and put a new modular home on the property. Youngs explained <br />that the modular home would be wood frame construction and meets all <br />building codes. He is contemplating putting a half basement under the <br />home. The house will come in two sections, is put together on site, and <br />measures 28 feet by 56 feet. <br />Keis asked if there were any issues with a modular house. The City <br />Planner replied that as long as the house meets building codes, the City <br />cannot discriminate against the style of construction. The house plans will <br />be reviewed by the Building Inspector to assure all codes are met. <br />Roycraft asked what the Comprehensive Plan says for this area asking if <br />the Plan indicates that B -3 zoning should remain or if R -B is acceptable. <br />Page 11 <br />
