City staff surveyed <br />nearby communities for information on temporary sign enforcement experience. While <br />most of the communities addressed the issue with warning letters and citations, followed <br />by City removal of the sign, Vadnais Heights utilizes a permit deposit for temporary signs. <br />Vadnais Heights allows each business to display temporary signs up to 30 days per year, <br />with no specific regulations applying to the number of days per display. Each applicant <br />must pay a $20 permit feet, regardless of the time of display, and provide a $50 deposit. <br />The deposit is refunded if the sign is removed by the end of the permit. Such signs are <br />required to be set back at least 15 feet from the edge of the paved street. <br />Vadnais Heights staff indicates that they have had few problems with temporary signs as <br />a result of this ordinance. If enforcement actions become necessary, the applicant has lost <br />a deposit that should help to defray the enforcement expense. <br />If this option is pursued, the City may wish to consider the size of the deposit, both as a <br />funding source to pay for enforcement activities, as well as the deposit's deterrent effect <br />on erecting temporary signs.
