This
letter provides updated information and more information that may help the City Council decide about the
level of City participation in WaterFest 2002. This information is going out to every city and county within
our jurisdiction. Thus far Ramsey County and the City of St. Paul have defined their level of participation.
WaterFest 2002 will be held at the large pavilion and surrounding picnic grounds, with kayak and canoe
rides launching from the channel between Lake Phalen and the adjoining Round Lake. The pontoon boats
will launch from the Lakeside Building boat docks. MinnAqua will operate
between the Lakeside Building and the channel. Various activities will be planned for the area around the
pavilion and the Lakeside Building. The Expo and one concession will be in the pavilion—which has a
capacity for 300 people.
The City of St. Paul is excited to co -host WaterFest 2002, and we welcome the participation of the other
cities of Ramsey - Washington Metro Watershed District. Cities are invited to co- sponsor in several ways:
• Staff participation in the "lawn -map" exhibit May 18: an outline of the RWMWD boundaries
with each city delineated within, also highlighting the subwatersheds and lakes. The Phalen
Chain of Lakes will be highlighted in various activities.
• Staff participation as event planners or May 18 volunteers.
• Public promotion of the event and the citizen recognition activities.
• Financial support of between $100 -$1000 as a part of your local environmental or watershed
education program, depending on the size of your city, or the city's priority for partnership in
such an event. Our agency provides $10,000 for WaterFest; we need $10,000 match from
others.
Although cities make up the following proportions of RWMWD, each city may have different program and
policy situations or perceptions of benefit from co- sponsoring WaterFest 2002.
• Maplewood: 29.5%
• St. Paul: 28%
• Woodbury: 12.7%
• Oakdale: 8.4%
• Little Canada. 7 9%
• White Bear Lake: 5.1%
• North St. Paul: 4.9%
• Vadnais Heights: 3.2%
• Landfall: 0.2%
• Gem Lake: 0.1%
Please let us know how your city would like to participate in WaterFest 2002.
