Hanson <br />www.c1.1itt1e- canada.mn. us <br />MEMORANDUM <br />TO: Mayor Fahey & Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: November 9, 2001 <br />RE: Rice Street Code Enforcement Update <br />Pursuant to a request by the City Council at our last regular meeting, staff had conducted a review of the <br />immediate area defined by the following boundaries: <br />South Owasso Boulevard on the north <br />Railroad tracks on the east <br />Market Place Drive on the south <br />Rice Street on the west <br />The Fire Marshal, Fire Chief, Code Enforcement Officer, and I reviewed the issues in this area. Based on <br />that discussion and staff's subsequent investigation, our Code Enforcement Officer put together the <br />attached report. This report will provide background into some of the past enforcement activities in this <br />area as well as some of the outstanding issues to be dealt with. The Code Enforcement Officer has also <br />attached a letter to you discussing his "philosophy" relative to code violations. <br />I would like to add that I think we have made substantial progress on code violations over the past few <br />years. However, many violations and problem areas exist in the community. The challenge is deciding <br />where to focus our attention in terms of major violations while still addressing the day to day concerns <br />that arise. Given recent events, it makes great sense to focus our attention in this area as people seek to <br />restore their property. <br />After reviewing this material, staff would be happy to have a workshop with the City Council should you <br />feel additional discussion is warranted. <br />cc: Neal Powell, Code Enforcement Officer <br />Duane Williams, Fire Marshal <br />Jim Morelan, Fire Chief <br />Steve Westerhaus, Building Official <br />Page 35 <br />
