515 Little Canada Road, Little Canada, MN 55117 -1600
(651) 766 -4029 / FAX: (651) 766 -4048
www.ci.little-eanada.mn.us
MEMORANDUM
TO: Mayor Fahey & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: October 19, 2001
RE: Sculley Drainage Issue
MAYOR
Michael I. Fahey
COUNCIL
Beverly Scalze
Jim LaValle
Matt Anderson
Rick Montour
ADMINISTRATOR
Joel R. Hanson
Attached is a memo from the City Engineer related to further evaluation of the Sculley Drainage issue.
From our meeting with the various regulatory agencies, it became evident they did not feel changes were
warranted at this time given available information. They did indicate a willingness to work with us
should we feel changes are necessary.
To continue pursuit of a solution the City Council was seeking, more data is necessary. To that end, the
City Engineer has put together a proposal to gather some additional information. Without this
information, I feel confident in saying no changes will occur in the affected area. I must also caution the
Council that even with this data, changes may not be warranted. However, the conclusion would be more
subjective without it.
Therefore, I would recommend we authorize this study if we are to follow through on the commitment we
made to our residents. This recommendation is with the understanding that we can not guarantee
substantial changes (removal of the berm, improved drainage patterns, reduced wetland impact) will
occur as a result of this effort. Furthermore, if it can be shown improvements are possible, no other entity
has yet committed to participate.
cc: City Engineer
Cliff Aichinger, Ramsey/Washington Metro Watershed District
Page 33
