You will get <br />the email, along with all the other cities. However, since I am presenting to your city council <br />tomorow, please use the email as an FYI. No other cities have yet comitted, as your city is the first <br />one with which I have a scheduled meeting. I will be asking the City of St. Paul to contribute funding <br />by waiving the park permit and building use fees, as Oakdale did. Precedents only exist for previous <br />years, with LGU contributions as follows: <br />• Oakdale paid for staff time for park preparation and clean -up, and did not charge a park use fee. <br />• Landfall sent $250 each year. <br />• Ramsey Soil and Water Conservation District sent $100 each year. <br />• Private enterprise donated $9000. <br />This year we need to raise $6000 from LGUs, anticipating that only $4000 will come from private <br />enterprise this year. To meet this goal, more cities will have to contribute more funding, averaging <br />$500 per city and county LGU. <br />I will request from your city council: <br />• To endorse $500 expenditure for public education about watershed stewardship and pollution <br />prevention. <br />• To encourage city staff to participate in planning a lawn -map activity (see below). <br />• To encourage city staff to participate in the lawn -map activity on May 18. <br />• To encourage staff to publicize WaterFest through city media. <br />• To endorse WaterFest as an annual public education event co- sponsored by the City of Little <br />Canada. <br />Please let me know if you have any further suggestions or guidance as I prepare for the City Council <br />presentation for Oct. 10. <br />Details on the "lawn-map": <br />We will mark our Watershed District boundaries and city boundaries on a gently sloping area of the <br />park lawn, with the Mississippi River at the bottom of the slope. We will create "lakes" and <br />connecting "streams" or "pipes" and somehow dramatize water flow downhill. Each city can provide <br />some information or activity that demonstrates watershed stewardship in their city to prevent pollution <br />of downstream (downhill) water resources. We will try to make this into an interactive game for <br />WaterFest visitors.
