Mn/DOT Agreement No. 81650 <br />CFMS No. A- <br />STATE OF MINNESOTA <br />JOINT POWERS AGREEMENT <br />FOR PROFESSIONAL /TECHNICAL SERVICES <br />This agreement is between the State of Minnesota, acting through its Commissioner of Transportation (hereinafter <br />"State ") and the City of Shoreview, Minnesota (hereinafter "Governmental Unit "); Metro Transit; Ramsey County, <br />Minnesota; City of Vadnais Heights, Minnesota; and City of Little Canada, Minnesota (hereinafter "Local Units of <br />Government "). <br />Recitals <br />1. Under Minnesota Statutes § 471.59 subd. 10, the State is empowered to engage such assistance as deemed <br />necessary. <br />Z. State and Governmental Unit have determined the need to conduct a land use /transportation study on <br />Interstate 694 (I -694) at the Rice Street interchange. The purpose of this study is to redevelop and intensify <br />land uses at an appropriate level, taking advantage of transportation improvements. <br />3. Governmental Unit represents that it is duly qualified and agrees to perform all services described in this <br />Agreement to the satisfaction of State. <br />1 Term of Agreement <br />1.1 Effective date: <br />1.2 Expiration date: <br />Agreement <br />The date the State obtains all required signatures under Minnesota Statutes <br />Section 16C.05, subdivision 2. <br />March 1, 2002 or until all obligations have been satisfactorily fulfilled, <br />whichever occurs first. <br />2 Agreement between the Parties <br />2.1 Scope of Study <br />(1) Governmental Unit will complete the following: <br />a. Together with Local Units of Government, organize a Planning Task Force consisting of <br />staff from the agencies involved, property owners and/or business owners in the study <br />area. <br />b. Together with Local Units of Government, organize a Technical Advisory Committee <br />(TAC) consisting of staff from the agencies involved. The TAC will meet on a regular <br />basis to review the progress of the project from a technical perspective. TAC will be <br />responsible for providing the background materials and technical assistance to the <br />selected contractor. <br />c. Through the services of a subcontractor, perform the tasks set forth in Exhibit B entitled <br />"Scope of Services" which is attached and incorporated. Subcontractor agreement will <br />include "General Terms and Conditions" which is attached and incorporated as Exhibit A. <br />(2) State will complete the following: <br />a. Coordinate the work with Governmental Unit throughout the development of the project. <br />b. Provide the required standards to Governmental Unit that are to be followed during the <br />project. <br />Local Units of Government will complete the following.: <br />a. Together with Governmental Unit, organize a Planning Task Force. <br />b. Together with Govemmental Unit, organize a TAC. <br />(3) <br />3 Payment <br />3.1 Consideration. This is a cost participation project between all parties. The total estimated cost of this <br />project is 552,000.00.
