K. LaChapelle have applied for a Conditional Use Permit for an <br />oversized garage on his parcel at 2808 Noel Drive. Currently, the parcel contains a single <br />family home with a one car, detached garage. The property is approximately 138 feet wide <br />by 200 feet deep - .63 acres in area. The applicant is proposing a detached garage of <br />1,500 square feet, and would remove the existing single garage. Detached accessory <br />buildings between 1,000 square feet and 1,500 square feet are allowed by CUP. The new <br />building would be placed slightly behind and to the north of the existing house, 77 feet <br />back from the street and 13 feet from the side property line. <br />The City has reviewed similar requests with a requirement that over -sized garages be built <br />only on parcels where the size of the lot and the surrounding neighborhood result in no <br />concerns over compatibility or crowding. In addition, such buildings are required to be put <br />only to residential storage and parking uses - no business activity is permitted. Finally, the <br />building materials of the accessory building are to be similar to those of the principal <br />building. <br />The proposed building would exceed all setback requirements, and as noted above, the <br />parcel is larger than the basic single family lot. Such buildings are required to be utilized <br />for personal storage only, and no business use is to be made of the building. Moreover, <br />such buildings are to constructed with exterior finishes similar to the existing principal <br />building With regard to access to the building, the site plan appears to indicate that the <br />garage will have a two car garage door facing Noel Drive. <br />With the condition that the building materials match those of the existing single family <br />home, and that there is no business use of the building, planning staff recommends <br />approval of the CUP, based on the finding that the lot is sufficiently large to accommodate <br />PAGE 6 <br />
