We
have been asked to take over these roads, however, our position is that
these homeowners bought into the development with the understanding that
they would be responsible for the maintenance and upkeep. I have found that
most builders try to "low ball" their maintenance budget, especially the
reserve contribution, and when they tum it over to the homeowners, the
budget is in deficit modes and most homeowner boards do not want to raise
the dues to bring the budget in line with what is needed. We have not taken
over these roads, most of them do not comply with the City standards and
they do not have any right of way.
We are currently evaluating private roads as we rewrite our townhome
ordinance.
Michele McPherson
Director of Planning
13065 Orono Parkway NW
City of Elk River
763/441 -4902
763/441 -7425 f
PAGE 5
