MINUTES
PLANNING COMJVIISSION
APRIL 10, 1997
Montour indicated that had there been a quorum this evening without his
presence, he would have abstained from voting on this concept proposal
due to the fact that he lives on DeSoto Avenue immediately east of the
Frattalone properry. Montour felt traffic from the proposed development
is likely to go toward Centerville Road, therefore, felt increased traffic
should not be an issue for DeSoto Avenue. The concern which Montour
expressed had to do with trees on the property. Montour pointed out that
in 1995 many trees were removed from the Frattalone property without the
benefit of an inventory. In December of 1995, the City sent Frattalone a
letter on this issue which indicated that since an inventory was not done,
when the property was developed, it would be required that 30 caliber
inches per acre be replaced on the site. Montour felt any development
which occurs on the Frattalone property be held to compliance with the
Tree Preservation Ordinance as well as the requirements outlined in the
December,. 1995 letter to Frattalone.
The City Planner indicated that cul-de -sacs are a Public Works' nightmare
and suggested it may be possible to loop a street through the property
without the need for the small cul -de -sacs as proposed.
It was pointed out that the cul-de-sacs would be private, therefore, not the
responsibility of the City.
The Planner stated that he has seen where homeowners' associations have
evaporated and cities have been forced to take over maintenance
responsibilities for private roads.
Barraciough recommended approval of the Planned Unit Development
concept for the development of twinhomes on the Frattalone property
subject to Mr. Frattaione either purchasing the Schroeder property located
north of Allen Avenue and incorporating that property into his
development proposal, or Mrs. Schroeder agreeing to rezone her properry
to R -2, subject to Allen Avenue lying between Centerville Road and
DeSoto Avenue meeting City standards, and subject- to the development
meeting the requirements of the City's Tree Preservation Ordinance as
well as complying with the requirements listed in the City's letter to Mr.
Frattalone dated December 15, 1995 regarding the issue of removal of
trees without benefit of a tree inventory:
Motion seconded by Keis.
Motion carried 4 — 0.
Page 136
