MINUTES <br />PLANNING COMJVIISSION <br />APRIL 10, 1997 <br />Montour indicated that had there been a quorum this evening without his <br />presence, he would have abstained from voting on this concept proposal <br />due to the fact that he lives on DeSoto Avenue immediately east of the <br />Frattalone properry. Montour felt traffic from the proposed development <br />is likely to go toward Centerville Road, therefore, felt increased traffic <br />should not be an issue for DeSoto Avenue. The concern which Montour <br />expressed had to do with trees on the property. Montour pointed out that <br />in 1995 many trees were removed from the Frattalone property without the <br />benefit of an inventory. In December of 1995, the City sent Frattalone a <br />letter on this issue which indicated that since an inventory was not done, <br />when the property was developed, it would be required that 30 caliber <br />inches per acre be replaced on the site. Montour felt any development <br />which occurs on the Frattalone property be held to compliance with the <br />Tree Preservation Ordinance as well as the requirements outlined in the <br />December,. 1995 letter to Frattalone. <br />The City Planner indicated that cul-de -sacs are a Public Works' nightmare <br />and suggested it may be possible to loop a street through the property <br />without the need for the small cul -de -sacs as proposed. <br />It was pointed out that the cul-de-sacs would be private, therefore, not the <br />responsibility of the City. <br />The Planner stated that he has seen where homeowners' associations have <br />evaporated and cities have been forced to take over maintenance <br />responsibilities for private roads. <br />Barraciough recommended approval of the Planned Unit Development <br />concept for the development of twinhomes on the Frattalone property <br />subject to Mr. Frattaione either purchasing the Schroeder property located <br />north of Allen Avenue and incorporating that property into his <br />development proposal, or Mrs. Schroeder agreeing to rezone her properry <br />to R -2, subject to Allen Avenue lying between Centerville Road and <br />DeSoto Avenue meeting City standards, and subject- to the development <br />meeting the requirements of the City's Tree Preservation Ordinance as <br />well as complying with the requirements listed in the City's letter to Mr. <br />Frattalone dated December 15, 1995 regarding the issue of removal of <br />trees without benefit of a tree inventory: <br />Motion seconded by Keis. <br />Motion carried 4 — 0. <br />Page 136 <br />
